i met rear admiral john banoff in 89 after the earthquake. he was still with the navy. helped us tremendously with a aircraft carrier and the work in recovery, and in 1992 mayor jordan sought to seek his leadership and have him head up what is today our dem but at that time it was the office of emergency services so for five years i got to work with admiral bit off and lead the effort at oes but at the time that we really required some strong leadership because it was shortly after the 101 california shootings that we realized very clearly different agencies within the city had to speak more deliberately with each other, had to have systems and communications and culture built around much more collaboration, particularly with communication. well, that spawned this particular building, and its housing of not only the emergency management, but its physical location of our 911 emergency dispatch system which is right upstairs, and that was started on and under the leadership of admiral bit dlf off. it was concluded very well. he then went on to what i say was parallel to m

we had the marine corps, the navy, and the national guard all working with our department of public works figuring out how would they work together. we didn't give them a lot of coaching, we just kind of put them in a tent and said here is your scenario, here's some problems, and we wanted them to work it out and they did. so it was a very successful year. that's what we did as far as the field exercises. next year i don't know what's next, we're going to explore the lessons learned from this one, we've already learned a bunch, they're going to talk about this shortly then learn what are the next scenarios we can challenge people with. it probably won't be the same ones. we are building the institutional relationships and getting beyond the scenario. it's not just about the heavy equipment operators, it's about city of san francisco staff and departments understanding how the military works and giving the military a chance to work with the civilian authority in a non-crisis environment so that when they have to do it anywhere in the world, they've got one extra training day. that's the wa

that was before the navy came in there and after the navy came in there. a lot of fishing was close to 1,000 fishing boat was grounded and it was part of our job to put them in the water again. so heavy lift cranes are absolutely mandatory to have a safe place to move them and to start working. and because as i mentioned to you before, the ships cannot be, get into the port directly, so we make, we pier side two ships floating and all transfer of the cargo was through (inaudible) as you can see we deliver that assistance to different coastal communities. we use the marines to do that so no problem. as you see in the photograph below, you can see that the only way to get it in there was with rubber boats, not any more with the lft's that you used to or we used to get into. so we act, we are participating very active for 23 days, 18 of that at sea with these numbers. and that was what we did. in terms of lessons learned, as admiral nathan said, no one is prepared for an event of such magnitude, so you have to take many things in account but with a guitar in
